M28 Milestone Updates

Here are the updates for Milestone M28 (Jan 13 - Jan 26).

1. Jemalloc custom buildpack was made. 

2. HA configuration added to all dynos. If checked, the dyno will run on an on-demand machine; if unchecked, it will run on AWS spot instances. If turned off, HA will cost less. 

3. Turned off HA for our background job dynos and lowered our total costs by around 5-10%.

4. Default settings for a newly onboarded app have been changed. They will sleep when the idle is turned on, the HA is turned off, and the dedicated CPU is turned off. This will be our free plan at the moment, and the users won’t be allowed to change it themselves.
